Early Notice and Public Review of a Proposed
Activity in a 100-Year Floodplain

This is to give notice that the City of Watseka under Part 58 has conducted an evaluation as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for the Martin Avenue Extension to Courthouse Road (1760 N Road) under HUD grant number B-22-CP-IL-0326. This project includes a thirty-five-foot-wide pavement, measured from back of curb to back of curb, to match the existing Martin Avenue pavement. The road extension includes storm water management, streetlights and sidewalks; sidewalks will be installed along both sides of Martin Avenue. Add alternates to extend sanitary sewer along Martin Avenue, and to extend water main along Martin Avenue and north along Courthouse Road to Porter Avenue are part of the project. The western half of the Martin Avenue extension is located in a 500-year floodplain and the eastern half of the Martin Avenue extension is located in a 100-year floodplain. The anticipated area to be disturbed in the 100-year floodplain is 1.15 acres. Compensatory storage for any fill in the floodplain will be provided per City ordinance to prevent adverse impacts to surrounding properties. The proposed project is located within property identification number 26-04-176-011 in the City of Watseka, Iroquois County.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
